While E is certainly a risk, it is not a risk related to the project of deploying an automation solution. D will hurt their ability to use it well, but it is not a deployment risk, IMHO. However, BC (which in my opinion are critical to a successful automation deployment) cannot be accomplished with their current environment/restrictions. So I vote BC.

agree, but it could also be C and E, because CMDB activities cannot be automated and take 4 hours to do manually, but the Deployment should be done within 2 hours. What speaks against D is, that they don't tell us about an expected time window, so maybe they don't care if that single developer needs 5 years to complete the project.
