I think you cannot scale down from 5 hosts to 2 hosts, so subscription for 3 hosts makes sense.

https://www.vmware.com/products/vmc-on-aws.html#pricing 3 hosts on a 3-yeas subscription @ 109 336$ = 328 008$ for 3 year 2 hosts on a 1-year subscription @ 51 987$ = 311 922$ for 3 year By adding the hosts who will be paid on demand, the option of 3 hosts will be advantageous.

As per me D is correct as 3 host for three year subscription would be cheaper than 2 hosts for a one year subscription and as it is mentioned that the workloads would be running on AWS for a long term, permanent basis, so it makes more sense to invest in a bigger subscription than to opt for on demand hosts which are obviously costlier than subscription based hosts.

I'd say B it's a better option, no point in having 3 Hosts all the time if the minimum they required is 2, of course, an additional Host would help in case of failure, but B is still more cost-effective
