Horizon Cloud on Azure doesn't have Linux support.

The answer is C. The best choice given these options is to setup a CPA on-prem so you have highly available instance. You could also deploy VMware Horizon on Azure which is different than a VMware Horizon Cloud instance. Guest support for Horizon Cloud: https://kb.vmware.com/s/article/78170 You would also be able to deploy Horizon in the Azure cloud in a IaaS model and achieve this goal. https://docs.microsoft.com/en-us/azure/azure-vmware/azure-vmware-solution-horizon

Horizon Cloud on Azure doesn't have Linux support. So I would say the best option is to go with Horizon On-Prem.
