This answer is quite simple if you think of what typically happens when you are administering desktops in Horizon. You will build and delete desktops during recompose and removing the VM. Hence the account being used will need to be able to at the minimum need to list all contents of the OU, modify properties of the VMs contained in it, and create/destroy computer objects.
