B would be the right answer as guest OS's have not reported a power cycle. ESXi host is disconnected from the Master but still running and has locks on the VM files. Master Node decides to fail over but fails as locks cannot be acquired.

I believe B is the correct answer as C does not make sense to me. It says the vSphere HA failed to failover some Vms and no power action is recorded for VM.
