An administrator wants to be able to log in to the vSphere Client and view the inventories of two vCenter Server instances. What must the administrator do to meet this requirement?
A.
Configure Enhanced Linked Mode on each vCenter Server instance after deployment is complete.
B.
Connect each vCenter Server instance to the same vCenter Single Sign-On domain during deployment.
C.
Connect each vCenter Server instance to the same vCenter Single Sign-On domain using the vSphere Client.
D.
Configure the vCenter Server Management Interface to view both vCenter Server instances.
I'm going with B. Whilst you can configure ELM both during and after deploying, Answer A states you configure it on each instance, which is incorrect. You only configure it on one instance to point to another. Therefore A is wrong. B is correct.
Going with A.
Previous to Version 7, you created a vCenter Enhanced Linked Mode group only during the deployment of vCenter Server Appliance or installation of vCenter Server.
With Version 7, you can repoint the vCenter to another SSO Domain after the deployment.

"An Enhanced Linked Mode group can be created only during the deployment of vCenter Server Appliance" - answer must be B as A states the creation of an Enhanced Linked Mode group after deployment, which is not possible.
You can create a vCenter Enhanced Linked Mode group during the deployment of vCenter Server appliance.

The correct answer is (A)

Question does not indicate that there is an active deployment happening. It is asking how to view inventories of two vcenter instances:

You can create a vCenter Enhanced Linked Mode group during the deployment of vCenter Server appliance.
You can also join a vCenter Enhanced Linked Mode group by moving, or repointing, a vCenter Server from one vSphere domain to another existing domain.
DURING deployment, not AFTER.... When you select to join an existing vCenter Single Sign-On domain, you enable the Enhanced Linked Mode feature. The infrastructure data is replicated with the joined vCenter Single Sign-On server.

B is right:
https://kb.vmware.com/s/article/2034074
You can join vCenter Server instances in Linked Mode only when all of the instances are registered in the same Single Sign-On deployment. This includes Single Sign-On instances installed on different sites. When vCenter Server B on site B is joined to vCenter Server A on site A, the join tool establishes connection both to Single Sign-On A and Single Sign-On
