"so that virtual machines (VMs) do not run on any partially degraded hosts" According to the reference document, Quarantine mode *tries* to avoid degraded hosts, but will use a degraded host if there would be a negative impact on VM performance otherwise. Maintenance mode will not allow a VM to run on a partially degraded host, whether or not it negatively impacts VM performance. The wording of the question makes C the correct answer.

I think its A, as it says wanna check recommendation before migration. Well Maintenance mode won't give recommendation, it will act for sure.

You're getting "Maintenance mode" mixed up with "Automatic". Its the Automatic or Manual setting that defines whether or not you get Recommendations.

You're looking in the right place, but I think you chose the wrong option. Quarantine mode *tries* to avoid partially degraded hosts, but only if VM performance is unaffected. Maintenance mode will not allow VMs to run on partially degraded hosts, whether or not there is an impact to VM performance. Given the way the question is worded, answer C is correct.
