This question seems unclear to me and the linked article does not help at all. I think perhaps C is correct.

Replying to myself. This question is asking two things, if you use the vRealize Automation Terraform Service. 1) Can you deploy existing Terraform configurations, or dynamically created ones? 2) Can you deploy these from Service Broker, or can you do tag-based placement? Unfortunately 2) is a problem here because the Terraform service allows you to deploy configurations from Service Broker AND do tag-based placement.
