If the virtual machine is powered off, no additional free space is required and the process will complete faster as there is no need track writes and the additional snapshot and delta file are not created as part of the process.

Same commiting delta disk will probably increase vmk size by 20G

As far as I know this is true for VMs that are powered on. In this case the VMDK will grow. For powered off VMs the disk does not grow.

This is mentioned in the KB Article jatinKumar provided: Note: If the virtual machine is powered off, no additional free space is required and the process will complete faster as there is no need track writes and the additional snapshot and delta file are not created as part of the process.
