I think, that's because sometime ago vmware got rid of the "related objects" completely and nowadays they show the name of the special object directly. see link:

You cannot create Content libraries without vcenter. you cannot create Content libraries in standalone esxi hosts from vsphere host client. So, the possible answer will be a, b, e
