B & C are correct. The user required full access to all VM's except AX-1000 therefore setting answer D as below would only allow read access to all VM's. Furthermore Answer A would allow read only access to AX-1000 but the question clearly states that NO access should be given to this VM for the user.

B. Set Administrator role on the whole X-Lence Datacenter. C. No Access role for the specified AX-1000 VM. Result: Have all privileges on the whole datacenter but no privilege on the given VM.

Answer is B and C. You give full access at top level (i.e. admin) and then at VM level or template level you can override by giving no access, that way at VM/template level top level inherited permission will be overridden by VM/template level permission.

Re-read the question: "This user must not be able to view or change the AX-1000 VM." If you give read only role to AX-1000 VM they can view the VM. They need to NOT be able to view, thus B & C are the correct answers. D is NOT correct.
