I think you would do the show startup first to see that it exists. Then start the process otherwise you have been through some unneccary steps. See that it exists, clean and relaod the device, copy the backup to running and save.

No reason for "write erase" and "reload". Just copy the file into both "running-config" and "startup-config".

if you do not erase the running config first, when copying the saved config (in bootflash) to the running cofig it will merge the actual running config with the saved config which is not what the question is asking for and not recommended if you want my advice :)

write erase will delete the startup, not the running config. question is wrong, you can't copy file to the running config, you can instead do a "replace" command. you can copy file to the startup config though, and then reload.
