For priority, the range is 0 to 61440 in increments of 4096; the default is 32768. The lower the number, the more likely the switch will be chosen as the root switch. if you read the wording in the question its not a case of is it the root but why it would be "considered the route" also dont forget the priority is not atually 1 that is the system ID that is used in this case for for per-vlan STP, the configured Priority is 0.
