mLACP is used to negotiate MCEC (multi chassis etherchannel). Actually the only way you can run this is with a pair of 6500s or 6800s in VSS mode. No other switches support MCEC.
I had this running at my old job and can confirm MCEC/mLACP worsks fine with Catalyst 6500 VSS. A bit of a nasty question, as without experience with 6500 VSS you would really have no way to know this, and no one would have 6500s in a ccnp learning lab.
