As the comments have spoken, dumb choices. This is clearly a packet FROM the CLIENT going TO the DHCP SERVER. But does still have to be D. The 5th line from the bottom states it is a release. So, per the verbiage of the actual question...this 'indicates' The DHCP server releases the IP address from the client.

in the blue area, on top, the source of the capture is 192.168.2.48. the message cannot came from the server. C is the only possible answer

It's a DHCP Release message type (as indicated in the snippet). It's sent from the client to the DHCP server. When this message is received at the server it will mark that IP address as not allocated however the server will retain the record of client parameters if in case client want to reuse the same address when sending new requests. C is correct. A DHCP Release message is sent by a DHCP client to release its IP address. It is never sent by the DHCP server. The DHCP server can assign the freed IP address to another DHCP client.
