I choose C. When configuring the infrastructure VLAN during the Cisco APIC setup script for a new Cisco ACI fabric, the recommended VLAN choice is a unique OOB management VLAN.

During APIC setup, you have to choose INFRA vlan ID and this is very important. You also have to choose OOB mng IP (among other things), but not OOB VLAN ID as this is not relevant for OOB dedicated port.
