As he is trying to remedy the vulnerability, he already analyzed the risk. User acceptance isn't needed in this scenario - they don't need any training, and the change doesn't affect their work. A backout plan is a MUST. You mustn't apply any change without a blackout plan/rolling plan. Therefore the answer is C and D.

It says tech has already identified significant issues and is performing remediation, so I think risk analysis is not the key thing here. He needs to create a plan to implement change and to back out if the plan fails.

From the objectives: plan for change, end user acceptance and change board (approvals) The question ask what to submit before the approvals. am i making sense?

He wanted "applying updates to end usersג€™ computers" Guys he need to carry out risk analyses and create backup plan, that's how I'm thinking.

To me, this question sounds like techs will need to complete these 2 forms before making updates. So these are forms/templates to be used in the change process. Looking at it this was I can agree with Planning and Backout forms being most important. Option A would be 3rd on the list, for major updates, I assume.
