TACACS uses (either TCP or UDP) port 49 by default RADIUS UDP (1812 and 1645 for authentication, and 1813 and 1646 for accounting

RADIUS uses port 1812 is for authentication, and port 1813 for accounting. In this scenario they are using RADIUS for accounting, therefore it is port 1813.
