Going blindly with what is being provided could end up in a fail.

I think it's C group policy, the question is asking which security concept, group policy is a security tool, and folder redirection is one of the things you can accomplish with group policies.
Additionally, you can redirect the following folders by using Active Directory and Group Policy:
Application Data
Desktop
My Documents
My Documents/My Pictures
Start Menu... so the answer is "B".. OU is not a security concept, it is merely used for arranging the departments so that you can apply granular permissions or group policies
The question asks, "Which security concept." I'm not sure folder redirection is a security concept. Organizational Units is a security concept, so I think that's the answer.
I initially thought B was a better idea, but thinking about it OUs are used when you want to deploy group policy settings to users and groups (such as back ups), so it makes sense that it's what's needed.
Even when Folder Redirection is a part of a Group Policy/OU you are still specifically using Folder Redirection to achieve it. After all, you can implement Redirection without a group policy and a group policy does not automatically implement Redirection. Folder Redirection should be correct.
