A. Roll back the OS update - As JE39 said you cannot do this on most smartphones. there is no option to roll back an os update.
B. Update the PRL - makes no sense whatsoever
C. Force stop running applications - would at least get the device working well enough to try another troubleshooting step
D. Enable airplane mode - doesn't help the user in any way
E. Perform a factory reset - The only solution i see that addresses the problem with the OS update
F. Run application updates - maybe applications aren't playing well with the OS update and need new versions to work properly again?
G. Reset network settings - Don't see how this is going to help the underlying problem
Sinde the question asks what the technician should do NEXT out of these i'd probably go with C just to get the device to work long enough and then F just to see if it works, personally i wouldn't go as far as a factory reset until i was sure that there was no other way to fix the device. Although i'd agree this is a strange set of options.
Which smartphones are you guys rolling back the OS for? Both android and iOS require the downloading of images to flash the devices after they are put in recovery mode, with IOS being less janky and having support via Mac OS. Problem is, wouldn't You factory reset first? It's easier, resets everything to default and doesn't involve as much fiddling and extra steps? Normally you would want to keep the latest update because of security, so I wouldn't roll back just yet unless there is an identified problem with the update. I'm torn.

Enable airplane mode – it can stop using wifi and cellular network to perform updates, which can cause overheating and being unresponsive as it uses a lot of resources. E. Perform a factory reset – last resort but still relevant to the issue F. Run application updates – this is probably the cause of the issues and it is irrelevant to solve the general OS issue G. Reset network settings – this could help if we won’t have a cellular or wifi connection.

I assume it is D and E.
Everyone saying you cannot roll back OS updates on smartphones is incorrect.
This is possible. iPhones allow "recovery mode" for restoration of previous OS versions. However, they must be redownloaded and reinstalled. They must also still be signed by Apple and Apple will usually keep signing up until the previous update, for security reasons.
