I think it is A but the answer is not correctly worded:

I agree with what is said here, but I would go with C. Both A and C are incorrect based on how they are worded. But as you said, the icon indicates Bitlocker is suspended, so I believe C is the closest to correct. A is totally wrong in my opinion because Bitlocker is operating on the system for everyone. Including the user.
Hopefully the wording is fixed on the actual test
