Port Forwarding allows OUTSIDE (maybe internet access)access for SPECIFIC program access within an internal LAN. so A is the best answer

Absolutely wrong, and this link doesn't prove anything. The part about "power levels" makes no sense in this case. On the other hand, "port forwarding" is 100% accurate.

I think we are overthinking the question. Its saying to "Allow outside access over wireless", this would mean literally having access to the wireless network, but outside. This can be done through changing the power levels.

Port forwarding if it is access from outside the local network aka the internet. Increased radio power levels if from outside the building. How are the students answering supposed to know this if both are possible and they probably used neither at home either to know the answers. Both answers can use the router to get onto the network. This is a terrible question considering not enough context and two plausible answers.
