Following change management best practices, a technician should document the change in the project notes. This step ensures that the RAM upgrade request is properly recorded and tracked as part of the upgrade process. By documenting the change, the technician maintains a clear record for future reference and ensures transparency in the upgrade process.

They want to keep the hardware while still going through with the upgrade. Rollback is incorrect

The answer is C because the upgrade IS happening which means a back up plan was made beforehand. It will say whether or not keeping the old RAM is ok or not. Since a plan is already in place, We would have to back out of the current plan because this was not part of the plan and we need to possibly make new changes to the plan if it adversely effects our backout plan.

If the plan has already been approved by the board and you've already started implementation, C is the best answer. If it hasn't been approved, it's probably both B and A and you have to delve into CompTIA brainism. The whole Change Management question cluster is just that... a cluster. As in clusterf***. CompTIA seems to have done an especially lousy job with these questions. But, you only need a 71%. Do your best to focus on the 6 parts of Change Management (maybe 7 depending on your learning materials), but focus on other dump areas if you haven't already tested yet. Good luck either way!
