It is a typo error in the answer, it should be the static IP address. You cannot configure network printer with dynamic If you do that, each time the DCHP renews IPs, the users are going to get disconnected because the printer may likely be assigned a different IP.
The answer is clearly dynamic address because this creates both job security, and a steady stream of white male tears. And as someone who's played through the entire FFXIV storyline, I can confirm than our tears are ambrosia.

It's a typo. The tech screwed up and failed to make a DHCP reservation/configure a static IP. And now you have to map ALL of the computers all over again. Sucks to suck.
In my experience, printers are always wanting to keep a static IP address -- usually would let DHCP assign the IP then reserve it so it doesn't change, so I will definitely say that C is wrong.
D is the only other option I can see as being correct.
B is just silly as it's for multiple users -- on a technical level you MIGHT be able to plug the printer into more than one PC, but that's just a silly solution if even possible.
