You cannot change listening port in Services. The question is poorly stated as well. I assume they mean make sure the PC is listening on that port. You change the port in the registry. You would open the port by using the local firewall tool whether it is windows defender or some other firewall.

You can open the Remote Desktop Connection client by going to Run –> mstsc. Simply put, the default port for using the Remote Desktop Protocol is 3389. This port should be open through Windows Firewall to make it RDP accessible within the local area network.

The reference article clearly states that the port is changed by editing the registry, not services. the RDP service is restarted once the change is made, but that's it. All other articles on the subject confirm this. A is the best answer.

Checked the ref. page below and theres 2 steps to changed the port for RDP. 1.you create a new port rule on local firewall. 2.set the newly opened port for RDP by registry editor. https://upcloud.com/community/tutorials/resolve-problems-windows-remote-desktop/ Firewall and regedit both can be the answer. I dont understand why D.Services was chosen as the answer by the site. They should know A.Local Firewall is the answer after reading this or am I missing something??

found in reference page of the answer: In the Services (Local) list, scroll down to find Remote Desktop Service, and restart it. A confirmation popup asks to restart other related services as well, click Yes to continue. You will get disconnected if you were using RDP to make these changes. Afterwards just reconnect to your new port by defining it in the Computer field on RDP connection.
