C is the right answer. Before exchanging the encryption key, you have to generate it, preferably using the best algorithm known by both parties... so first you have to agree on which algorithm to use.

To the people saying "A", how long is the encryption key you are using? 128-bit, 192-bit, 256-bit? If your answer is "it depends on the encryption method" then I have some bad news for you...

NO, lead2pass has c also...you would exchange keys second, after you agree on the type to use...without agreeing on type of encryption, you would simply send irrevelent keys back and forth...it happens in IPSec with that security association...maybe not exactly but the come to an agreement and then send keys right?
