Guest account is disabled by default, not removed/deprecated.
Power Users is deprecated because its rights/privileges could be abused to allow the user to obtain more powerful Admin or System rights.

Power User
Originally, Microsoft wanted to create a group in Windows whose members were not as
powerful as members of the Administrators group, so they created the Power Users group.

(such as programmers) and junior administrators.
The group did not work out as planned, and in Windows 7, Windows 8/8.1, and Windows 10/11 the group has no more permissions than a standard user. The group is now kept

Go to command prompt and type wmic useraccount get name,sid that will show you all the accounts on the system and there is in fact still a guest account.
I take it that these are past exam questions, if so then comptia have power user as the answer, but looking at these discussions,it seems as guest has been removed and power user is still there(but a secret). It seems like many other questions that there are 2 extremely similar answers but kinda down to your interpretation of the question
No interpretation necessary for this question. Guest is still very much included in every OS type (simply disabled by default for security). Power User no longer exists.
Want to verify that yourself? Go on your PC, navigate to Users and find the “enable guest account option” then try to create a new user and see what account types are available.
The Power users group is no longer used since Windows Vista and the ACL entries are only there for app compatibility. Guest account is not a "built in" account.
