To hot add/remove memory, VM must have dynamic memory disabled. Reference: https://www.altaro.com/hyper-v/hot-add-remove-memory-hyper-v-2016/

Dynamic memory cannot be disabled when vm is running.

I guess its because shut down VM isn't an option and it doesn't ask what is the FIRST thing you can do

In question it`s not important what will happen during the settings change. They only want that AFTER you put the right settings you can change it manually with no turning off the VM1.
