Limit the service area of each regional dispatching location to a 50-mile radius shoudl be either organizational unit (https://learn.microsoft.com/en-us/dynamics365/customer-service/create-org-units-cs-scheduling?tabs=customerserviceadmincenter) or sites ( https://learn.microsoft.com/en-us/dynamics365/customer-service/uci-create-sites?tabs=customerservicehub) From description, it looks for like site, but my environment doesn't see sites for some reasons.

You could use sites in addition to Organizational units, but not without them. Organizational units must be used with bookable resources to assign and use locations in scheduling.
