I think B(Failover Cluster Manager) is correct. The reason is as follow. To meet a goal of this question we must use VM monitering.(*1) To use it we must take two operations as follow. 1)Set some configuration inside the guest OS of a Hyper-V VM. 2)Set some configuration in the Failover Cluster Manager. I still don't understand why the Failover Cluster Manager is able to view inside the application eventlog of the VM. All I can find (and have studied) uses the Performance Monitor to alert on eventlogs and performs actions accordingly. In this case, a script could failover the machine once the alert is triggered. In my opinion, none of the answers is correct. On the other hand, the Failover Cluster Manager is able to monitor SERVICES of the VM (not applications or eventlogs) and failover on a failure, but this is not the question here!

The given answer is correct I think. These settings are managed by the failover cluser manager. https://docs.microsoft.com/en-us/windows-server/manage/windows-admin-center/use/manage-failover-clusters Also, I advise to build your own hyper-v environment and try these things for yourself.
