C is Correct....Set-SmbBandwidthLimit -Category StorageReplication -BytesPerSecond 12.5MB (12.5M(B)ps = 100M(b)ps)

Questions #147 and #158 are identical, except for the answers ***BUT*** both answers are correct, Set-SMBBandwidthLimit for Q147 and New-NetQosPolicy for Q158. Both these commands are to do with limiting speeds of data via *network*. I believe the reason New-StorageQosPolicy (B) is wrong is it refers specifically to storage IOPs limits, not network Mbps.
