My previous comment is completely wrong. (But F is correct) This Question is for iSCSI SAN. Before connecting Server1 and Server2 to iSCSI, it is needed that failover cluster has created. https://www.vembu.com/blog/shared-storage-cluster-shared-volumes-configuration/ "Configuring Hyper-V Shared Storage"

I agree with RockClimber. Since it's shared storage (shared VHD) for guest clustering, it's needed to use Failover Cluster Manger. If it's shared volume, Server Manger is used.
