Resize-StorageTier cmdlet. reason is because there are total of 4 disks and 3 of them were used to create partition1. Need to Resize-storagetier to add the fourth disk into the pool, re-size disk1, and then create volume to extend partition1.

The 4 iSCSI disks and the storage pool containing 3 disks are separate. The question doesn't mention storage tiers at all. The question implies there is more capacity available in the pool, so you can simply resize the virtual disk, then you would extend the partition.
