There is six types of user inputs:Text, Yes/No, File, Email, Number, Date. So, answer is No.

If action is going to configure in business process flow, the input parameter cannot be an option set type in action step.

Action with Input parameter as Entity, Entity Reference or Option sets are not allowed for BPF action steps.
