Virtual Machine Load Balancing is a windows 2016 feature, wjen the cluster was created it was created with a 2012r2 functional level, meaning that it will work with 2012R2 compatibility. when you use CAU to upgrade both OS to 2016, you need upgrade the cluster functional level to 2016 to be able to use the 2016 functions. Update-ClusterFunctionalLevel is the LAST command you'll use as it's a point of no return in clustering can't regress the level after that

Answer is correct. Server1 and Server2 is first upgraded from 2012R2 to 2016. After that, Update-ClusterFunctionalLevel
