I am going to say no - because regardless of wording you cannot create a performance counter alert for the amount of memory consumed by one application - just the total memory consumed.

I think that is correct. A data collector set is used for later review. Also, a performance counter data collector does not exists as far as I know.

Performance counter data collector does exist however a performance counter alert would be needed to record the event log entry.
