I agree with D. Drives already have volumes, they should be cleared before setting up s2d. Step 3.1 below https://docs.microsoft.com/en-us/windows-server/storage/storage-spaces/deploy-storage-spaces-direct

Drives to be used for S2D need to be clean, ala, no partitions or other data. Reference: https://docs.microsoft.com/en-us/windows-server/storage/storage-spaces/deploy-storage-spaces-direct#step-31-clean-drives

I think D as given answer is correct. ReFS, about B, is recommended to S2D. However it isn't essential. It is possible for S2D to use NTFS. https://docs.microsoft.com/en-us/windows-server/storage/storage-spaces/plan-volumes "Choosing the filesystem"

Volumes are created after S2D. S2D needs all that wiped clean to build the foundation. then worry about ReFS later.

New-Cluster –Name <ClusterName> –Node <MachineName1,MachineName2,MachineName3,MachineName4> –NoStorage NO storage so not even a partition should be on it.
