VM1 have no priority and VM2 have high priority of 3000, so VM1 will stop and VM2 will continue running. The answer is correct.

PriorityDisabled (0) Disabled priority. A group that has a disabled priority does not start automatically. PriorityLow (1000) Low priority. PriorityMedium (2000) Medium priority. PriorityHigh (3000) High priority.
