What is the point of the first answer area (Get-Cluster) Will AutoBalance-3 not function if you don't issue the Get-Cluster?

Without Get-Cluster, powershell won't know what to apply AutoBalanceLevel=3 to.

You need to configure the failover cluster to balance the virtual machines when the load of a node is more than five percent higher than the average for the nodes. https://docs.microsoft.com/en-us/windows-server/failover-clustering/vm-load-balancing-deep-dive Level 3 is not related to 80 percent, that is level 1. You need to set up level 3 to conform to the question's requirements. Read the whole question, not just 1 line.
