Why is DynamicMemoryEnabled set to false?

I think it needs to be disabled so the whole allocated memory is reserved for VM1. If it was not "Thick provisioned" it could run out of memory when the nested VM's on VM1 consume more memory.

You need a fixed memory size allocated for the nested VM
