If the Cluster service exceeds the number of failover attempts specified by FailoverThreshold within the time interval specified by FailoverPeriod, it stops trying to fail over the group. For example, if FailoverThreshold is set to 2 and RestartPeriod is set to 1, a node can tolerate 2 failover attempts of the group within any 1-hour interval. If a value for FailoverThreshold is not specified, the default value is the number of nodes in the cluster minus 1. If a value for FailoverPeriod is not specified, the default value is 6 hours.

VM1 will remain in the " Failed state" because the Cluster Service exceeds the number of failover attempts. Number of failover attempts is 3 while the configured failover threshold is 2.

If a failback window exists, failback will only take place between the hours of FailbackWindowStart and FailbackWindowEnd if the group's preferred node is active or becomes active during that interval. If no failback window exists, failback occurs immediately after the preferred node becomes active.
