Since the VMs have already been created, there is no point in modifying the Image. You need to use DSC to install the role on all VMs.

Agreed, they are trying to catch you out but if you read it carefully you'll see they want to role IIS out to VM's that are (as Pramukh stated) already created. Sysprep can be used if you want to create new VM's. In this case as they are already created Desired State Configuration is the correct choice, DSC is a great tool.

I think that correct answer is B.No. The question says that you create an answer file. However, the Apply-Image command can't use an answer file. (*1) To use answer file, it is needed to run sysprep. I am not entirely sure, but I think it's because the image should be finished before using it on the virtual machine. Now it sounds like a baker making croissants in your oven.
