I found the same question in a another testing system and based on the answers it can be: Set-SMBBandWidthLimit or Set-NetQosPolicy

I think Set-NetQosPolicy is the correct answer, especially with -ThrottleRateActionBitsPerSecond added. https://docs.microsoft.com/en-us/powershell/module/netqos/set-netqospolicy?view=winserver2012r2-ps#examples

You're not wrong. You could literally tweak this at 20 different places from the software on one end through hardware, shared tenancy policies, network controller/switch level, all the way to the other end. But out of the answers given in alignment with THIS exam objectives, it is Set-NetQoSPolicy
