"Cases are classified as new claims, claim disputes, and follow-ups. Each insured person is entitled to open 25 new cases each calendar year." CE_Team_Gold is right, once a case is opened it should decrease the number of entitled case. Answer is A : 20

I would think C (23 left). The customer may open 25 new cases a year. According to the question, he's opened 2 already. The fact that he still had a case open from the previous year (cause he had 3 open cases) shouldn't matter. (Assuming I'm understanding the question/situation correctly, that is.)
