I would think C (23 left). The customer may open 25 new cases a year. According to the question, he's opened 2 already. The fact that he still had a case open from the previous year (cause he had 3 open cases) shouldn't matter. (Assuming I'm understanding the question/situation correctly, that is.)
Answer is A. The entitlement is setup to new cases.
